Elections of Director, approval of results and plans

On 25 March, the spring session of the Committee of Plenipotentiaries of the Joint Institute for Nuclear Research was held at the JINR Conference Centre.

The representatives of the Member States, delegations from Serbia, South Africa, the Arab Atomic Energy Agency (AAEA), Chairman of the JINR Scientific Council, Academician of the National Academy of Sciences of the Republic of Belarus Sergey Kilin, Deputy Director General of the IAEA Mikhail Chudakov, Advisor to the Science and Technology Department of the Embassy of India in the Russian Federation Anand Kamavisdar, Advisor to the Embassy of China in the Russian Federation Miao Fei, Member of the JINR-Mexico Coordination Committee Alejandro Ayala, COMET Project Leader Satoshi Mihara participated in the meeting. Chairman is the Plenipotentiary Representative of the Government of the Republic of Georgia in JINR Arsen Khvedelidze.

The report of JINR Director Grigory Trubnikov consisted of two parts - the traditional results of the year and the results of the work of Directorate for 2021-2024.

The participants of the CP session approved the implementation of the current plan of research and development of JINR large research infrastructure, supported the Institute's participation in international collaborations and achievements in strengthening international cooperation. Progress in preparation for the launch of the NICA complex, the contribution of JINR scientific groups to the CERN collaborations, progress in the development of the Baikal-GVD project, participation in the JUNO, NOvA, T2K, LEGEND experiments, preparation for the synthesis of new elements, modernization and launch of IBR-2, development of JINR computational complexes were highlighted.

High publication activity, new results in the JINR research basic areas, the programme of interlaboratory innovation projects, the versatile activity of the Training and Research Centre and the publication of the first issue of the new JINR scientific journal Natural Science Review were emphasized with satisfaction.

Head of the project "NICA Complex", JINR Vice-Director Vladimir Kekelidze talked about the scientific idea and programme, the stages of the project implementation, the development of collaborations and the results of the accelerator sessions in his report "On the first session at the NICA accelerator complex". Information about the beginning of the first session at the NICA accelerator complex with a step-by-step launch of the basic components was presented. In conclusion, the current figures on the cost of the project were given.

Head of the Budget and Economic Policy Department Nikolay Kalinin reported on the budget execution in the past year and on the draft revised budget for the current year. Deputy Head of the Ministry of Education and Science of Russia A.V.Omelchuk reported on the results of the meeting of the Financial Committee. The members of the CP approved the revised budget of the Institute for 2025, the protocol of the Finance Committee meeting, as well as the proposals of JINR Directorate, including the implementation of grant programmes.

Аrsen Khvedelidze gave a report "On the appointment of elections and nomination of candidates for election to the post of JINR Director". The powers of Director expire on 31 December. A proposal was made and then it was decided to hold elections at this meeting. According to the voting results, Grigory Trubnikov was unanimously elected JINR Director for the second term.

The Committee of Plenipotentiaries thanked JINR Scientific Leader Academician of the Russian Academy of Sciences Victor Matveev for his interesting and informative report "To the 60th anniversary of the hypothesis of colored quarks and the Dubna prototype of hadrons".

JINR Chief Scientific Secretary Sergey Nedelko talked about the preparation and holding of the events dedicated to the 70th anniversary of JINR. The plans of the Organizing Committee include creating a full-fledged JINR archive, publication of a book of essays, updating of the website, opening of a cultural and historical centre, holding an Open Day for children of the staff and other events.

The next meetings of the JINR Finance Committee and the JINR CP will be held on 1-3 December in the Republic of Cuba.
