Dear colleagues, staff members of the Institute!

As 2023 fades into history, the time has come to sum up results and plans for the future. Implementing the Seven-Year Plan of Development, JINR has increased its potential and invested resources in the construction of new facilities. We consider the next seven years as a time of "harvest." The Committee of Plenipotentiary Representatives of the Governments of the JINR Member States supports us in this.

At the November session of the JINR Committee of Plenipotentiaries in Kazakhstan, a new ambitious Seven-Year Plan for Development of JINR in 2024-2030 was approved. It covers a wide range of activities and scientific areas. The main goal of the new Seven-Year Plan is to develop a long-term, bright, attractive scientific research programme and to increase intellectual human capital, provided with infrastructural and financial resources.

Today, it is especially gratifying that science widely develops in our Member States. And the main thing we see is that the interest of young scientists in JINR increases. Therefore, our main challenge is to maintain the pace and attractiveness of the Institute. We need to meet a difficult task - to find a harmonious balance between the development of science and infrastructure, to attract young people to Dubna and to simultaneously raise the level of science in all JINR Member States.

The most important thing for the Institute is science. As long as strong science exists, JINR will live. This is our main priority. An ambitious and competitive scientific programme is the foundation of the Institute. Everything else: infrastructure, social programmes, the educational component - this is also very important, but these are the walls of our building.

We took an active part in the International Year of Basic Sciences declared by the UN. Our Institute actively participated in the Decade of Science and Technology in the country where JINR is located. We are optimistic about the future, we believe in our fascinating science and of course, in the cohesion of the large, friendly, multinational team of our Institute!

I congratulate our partners around the world and all citizens of Dubna on the upcoming year 2024! I heartly wish you and your family good health, peace and prosperity in the New Year! May this year bring scientific success and happy discoveries! And may New Year's Eve, the first New Year's morning and the Christmas holidays give you a bright mood for the whole year!
