At the meeting of STC JINR Summing up the results of the five-year periodOn 2 March, the meeting of the JINR Science and Technological Council was held at the JINR International Conference Centre headed by Rostislav Jolos.The results of the five-year activities of the current membership of the Council were summed up at the meeting. During this period, the Council has been an efficient tool for discussing issues of the Institute's development, a body representing a wide range of views of the scientific community. Director Grigory Trubnikov made a report on the work of the Directorate and the most important events at the Institute since the beginning of this year. He spoke about the work on the Seven-Year Plan for the Development of JINR in 2024-2030, highlighted the main points of the final resolution of the 133rd session of the Scientific Council, that was held on 16-17 February. Director also touched upon the issues of work with young scientists, promoting JINR activities in the media and a number of other issues. B.Yu.Sharkov, M.G.Itkis, D.V.Peshekhonov, V.L.Aksenov, S.N.Nedelko, G.A.Shelkov, V.D.Kekelidze spoke at the meeting. In his final report, Chairman of STC R.V.Jolos noted that the Council was an advisory body to Directorate of the Institute and was intended to ensure the participation of researchers in the organization of research activities. The Council was composed of 49 members and was formed for a five-year period. More than half of this membership was elected by Science and Technological Councils of Laboratories. The Council consisted of Directorate of the Institute, Scientific Leaders of Laboratories, Director of the UC and Chairman of the AYSS. Chairman R.V.Jolos and Scientific Secretary E.A.Kolganova were elected at the expanded meeting of Directors, Deputy Chairman E.A.Strokovsky - at the meeting of STC. Deputy Directors of Laboratories, Scientific Secretaries, Chairmen of the STC of Laboratories, Heads of national groups, Leaders of Themes in Topical Plan, Chairman of TUC, the Press Secretary, the Editor of the JINR weekly and Heads of all services and departments of JINR are invited to the meetings. In 2018-2022, 32 STC meetings were held, including 17 in-person meetings. All in-person meetings started with information from Directorate on JINR activities for certain periods. The issues considered were the formation of a certification system of scientific qualifications at JINR based on the right to independently award scientific degrees, the establishment of the Higher Engineering School at Dubna State University, the regulations on the admission of nominal scholarship holders, the preparation of a concept for innovative activities of JINR and the Festival "Science" were considered. Expansion of the horizons of international scientific and technological cooperation of JINR was discussed at two meetings, progress in the NICA project was discussed at several meetings. The most important scientific results of the Frank Laboratory of Neutron Physics and Laboratory of Radiation Biology for 2018 were reviewed. One of the meetings was dedicated to the work of the CERN International Committee on updating the European Strategy for Particle Physics. Issues on the drift of development of Staff Regulations, the research and educational programmes of cooperation with institutes and universities of the Member States were considered. Several meetings were dedicated to the development of the JINR Development Strategy. The report of AYSS, the report on the work of the UC JINR, the draft scientific programme of the Institute in the field of life sciences, the concept of the Seven-Year Plan for the Development of JINR in 2024-2030 were considered. Candidates for election to full and corresponding members of the RAS and candidates for the title "Professor of the RAS" were nominated at the STC meetings. Concluding his review, Rostislav Jolos noted that the STC is the only advisory body under Directorate that represents the scientific team and is registered in the JINR Statute. This defines its role and significance in the life of the Institute. In the work of the current membership of the STC, the most essential issues have been the implementation of the scientific and topical plan and the organization of the research process, the attractiveness of the carried out research for scientists from the Member States, the ability of laboratories to influence the activities of Administration. Grigory Trubnikov warmly thanked R.V.Jolos, E.A.Kolganova, E.A.Strokovsky and the entire staff of the STC for their fruitful work for the benefit of the Institute in his closing remarks.
