On the implementation of the Collective Agreement in 2023

At the Conference of the JINR workforce on 25 April, the results of the implementation of the parties' obligations under the "Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026" in 2023 were considered and an additional item 7.3.3 was introduced into the Collective Agreement. According to the International Labor Organization Convention No. 135 (ratified by the Russian Federation only on 6 September, 2010) and Articles 29, 30 of the Labor Code of the Russian Federation, the interests of the Institute's employees in social partnership are represented by the primary trade union organization, the Joint Trade Union Committee (JTUC).

In accordance with the Collective Agreement, in 2023 the salary (tariff part) of wages of all employees was indexed by 4% and the ranges of official salaries were also indexed by 4%. In addition, funds from the JINR Highly Qualified Personnel Incentive Fund, allocated in accordance with the approved Regulations, were used. As a result, the increase in average wages at the Institute in 2023 was 5.6%. The average monthly salary was 99.789 rubles, higher than the same figure in the Moscow region. The minimum wage in accordance with the Collective Agreement and the Agreement on the Minimum Wage in the Moscow Region was set at 19.400 rubles.

Employees were provided with healthy and safe working conditions. In accordance with the Agreement on labor protection between JINR Directorate and JTUC for 2023, funding for measures to improve working conditions amounted to 135 242 962.60 rub. Workers were provided with work clothes, safety footwear and personal protective equipment in a timely manner and free of charge in accordance with current standards. Employees for whom this food is suggested for by current regulatory documents were provided with therapeutic and preventive nutrition, milk or other equivalent food products. The cost of food stamps was indexed in accordance with the consumer price growth index (the cost of a food stamp coupon is 430 rubles). Employees engaged in work with harmful working conditions were provided with benefits and compensation in accordance with the Collective Agreement.

At the JINR Resort Hotel "Dubna" in Alushta, 550 people, including 100 children, had a rest on discounted vouchers. Initially, 800 discounted vouchers were budgeted.

All willing employees with a doctor's referral visited sanatoriums on discounted vouchers, a total of 99 people.

63 schoolchildren had a rest in the city camps on the basis of city schools, 11 - in commercial camps. 109 schoolchildren had a rest in the suburban municipal camp "Sosnovy Bor" (4 shifts). The parental fee was 50% of the full cost of camp vouchers. In 2023, about 50% of requests for vouchers were satisfied. The vouchers were distributed by the children's committee of the JTUC in accordance with the approved regulations. Most of the vouchers were obtained by children of preferential categories (large families, single-parent families, others).

Measures were taken to ensure the proper functioning of car parks.

A system of voluntary health insurance (VHI) was provided for JINR employees. The Institute's expenses for voluntary health insurance in 2023 exceeded 40 million rubles.

The Conference decided to consider the obligations of the parties under the Collective Agreement completed.

In 2023, at the request of the workers and the RCS Trade Union Committee, the JTUC sent a letter to Director of JINR with proposals: to hold a staff meeting with a speech by the head about the results of 2023, plans for 2024, to prepare a new Regulation on bonus payments for RCS employees, for the current Regulation was introduced in 2000 and does not contain specific indicators that determine the amount of the bonus payment. The meeting was not held. For this reason, by the decision of the Conference, at the proposal of the JTUC, a new item "7.3.3. The representative body and the employer at least once a year agree on the speech of the heads of the structural divisions of the Institute at meetings of labor collectives to inform employees about the results and work plans of the departments" was added. The new Regulations on bonus payments for RCS employees have been developed and go through approval stage.

JINR Vice-Director Sergey Dmitriev in his speech informed about the achievements and tasks in the implementation of the main activities of the JINR laboratories, highlighted the work of the Institute in the field of social programmes and the implementation of infrastructure projects in 2023. The work of all departments of the Institute has become more complicated. A new general contractor has been found at VBLHEP to complete work on the NICA project. At the FLNR Superheavy Element Factory, the quality and quantity of experimental data exceeds the indicators for the previous 10 years. A new heat exchanger for IBR-2 is currently assembled at FLNP that will be put into operation by the end of the year. A license to operate IBR-2 until 2035 was issued. 400 detectors were installed at the Baikal experiment. JINR is going to acquire a plot of land on the shore of Lake Baikal for the development of an experimental base. MLIT regularly implements all plans for the development of the computer centre. The results of the work of LRB are in demand in all JINR Member States. By the end of 2024, the number of JINR employees from Member States will be restored at the expense of scientists from Mexico, Cuba and South Africa, instead of those who have left recently. The UC carries out a lot of work: various schools are held, JINR information centres are opened. Additional payments are made for academic degrees to candidates and doctors of science. Significant financial support is provided to city health care institutions (Medical Unit № 9 and State Central Bank). All this has become possible thanks to the successes of the Institute's scientists. The amount of funding for the Institute is determined by the high scientific results obtained.

JINR Director Grigory Trubnikov that was late for the start of the Conference, met on that day with the Deputy Prime Minister of the Government and Head of the FMBA. Upon arrival at the Conference, he announced that a preliminary agreement had been reached on the establishment of a centre for the development of women's and children's health in Dubna. At the end of the year, FMBA funds will be allocated for medical equipment. Infrastructural issues will be resolved with the participation of the Institute. In science cities with a high concentration of intellectual potential, including Dubna, additional investments are expected for the development and improvement of urban areas. Dubna ranks highly in this rating. JINR has successfully completed the next seven-year period, as evidenced by the large number of awards to JINR employees from the Governor of the Moscow Region, the Ministry of Science and Higher Education of the Russian Federation and the State Corporation Rosatom. Director of the Institute thanked the Joint Committee of the Trade Union for efficient social partnership and constant feedback from the staff.

Chairman of the JTUC presented the anniversary medal "75 years of the Russian Trade Union of Nuclear Energy and Industry Workers" to JINR Vice-Director Vladimir Kekelidze for many years of successful social partnership in VBLHEP. The distinguished JINR employees were presented with certificates and gratitude from Head of the ?Dubna city district, Ministry of Science and Higher Education, Rosatom State Corporation.
