In the Trade Union Committee System of care for employeesOn 27 February, the joint Trade Union Committee (TUC) approved the report on the work of the Trade Union organization in 2024 and recognized the work as satisfactory. The Trade Union organization carried out work in the areas of activity provided for by the Charter of the Trade Union and the legislation of the Russian Federation.During the reporting period, the joint Trade Union Committee carried out constructive cooperation with JINR Director on social and labor issues. On 25 April, 2024, by the decision of the JINR Labor Collective Conference, the obligations of the parties under the "Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026" in 2023 were recognized as fulfilled. On the initiative of TUC, the Conference introduced into the Collective Agreement an additional clause defining the procedure for organizing annual meetings of labor collectives in the subdivisions of the Institute: "7.3.3. The representative body and the employer at least once a year agree on the report at the meetings of labor collectives of the heads of the structural subdivisions of the Institute to inform the employees about the work results and plans of the subdivisions". According to the results of sociological surveys of social satisfaction of JINR personnel, after the meeting of the chairmen of the trade union committees of laboratories with H&RC M Office Directorate, the cost of meals in the canteens at the Institute sites was reduced by 30%. The Administration of the Institute requested a motivated opinion of the Trade Union in cases stipulated by the Labor Code of the Russian Federation. Most regulatory documents in the field of social and labor relations were adopted in consultation with the Trade Union. An Agreement on occupational health and safety between Directorate of the Joint Institute for Nuclear Research and the Joint Trade Union Committee for 2024 was concluded. Compliance with this agreement and Section 5 of the Collective Agreement "Occupational Health and Safety" was monitored. All occupational health and safety instructions were adopted in coordination with the TUC. In compliance with the Collective Agreement, the cost of coupons for therapeutic and preventive food and milk was indexed. The implementation of measures to improve labor conditions, as well as occupational health and safety in JINR, stipulated by the Agreement, was ensured. Financing amounted to 130,469,446.7 rubles. The Trade Union monitored compliance with labor legislation on issues of hiring and dismissal, staff reduction, provision of benefits and guarantees in the course of work and upon dismissal of employees, assignment of pensions for work in hazardous working conditions. The Labor Dispute Committee (LDC) considered three applications from employees. Two applications were decided in favor of the employees. For one application, the LDC decided to withdraw the issue from consideration at the LDC meeting due to the employee's application to the Dubna City Court on the same issue a month earlier. Medical care for employees was provided under mandatory and voluntary medical insurance (VMI) programmes. Funding for VMI amounted to more than 48 million rubles. Representatives of the Trade Union took part in the work of joint committees with the Institute's Administration: on monitoring the implementation of the Collective Agreement; social insurance; labor disputes, as well as the occupational health and safety committee. Chairmen of Trade Union Committees took part in the work of Director's meetings and STC of the Institute's subdivisions. In the reporting period, in accordance with the decision of the Committee of Plenipotentiary Representatives on the budget of the Institute, the salary (tariff) part of wages of all employees was indexed by 1%, the ranges of official salaries were indexed by 1%, the salary (tariff) part of wages of employees was increased: budgetary units - by 10 thousand rubles; employees of production (self-supporting) units - by at least 10%, but not more than 10 thousand rubles. The average monthly salary at the Institute increased by 11.6% and amounted to 116,360 rubles in 2024. Directorate purposefully applied the mechanism of increasing salaries and tariff rates by a fixed amount in order to reduce the difference in income of employees of different categories. As a result, the largest increase in average salary by categories of the Institute's personnel: workers by 23.8% and engineers by 21.6%. Among the production units, the largest increase was in the CED (the results of reorganization had an impact). At the suggestion of the TUC, a new Regulation on bonuses for RCS employees was developed and approved that takes into account the ruling of the Constitutional Court of the Russian Federation No.32 of 15 June, 2023 and states the specific conditions and indicators that determine the amount of a bonus to an employee. Employees bought their own vouchers to sanatoriums and resorts in the country and neighboring countries. After treatment (confirmed by a contract with the sanatorium for medical services), employees, upon application to the Social Insurance Committee, received compensation for the cost of the voucher in the amount of 1950 rubles, provided the duration of the voucher was at least 10 days and there was a doctor's referral. To the SPA and Resort Hotel "Dubna" in the city of Alushta, 600 privileged vouchers were to be allocated, 756 were distributed, including 108 children's vouchers. For full price - 38 vouchers. Despite the difficulties of travel, the majority of resort guests are satisfied with the rest in the SPA and Resort Hotel. All those that applied in time were provided with vouchers, except for the arrival from 12 September due to the conference. The Children's Committee of the TUC took an active part in the organization of summer recreation for children of the Institute's employees (filled out an application for vouchers to children's health camps in summer; helped in drawing up documents for obtaining vouchers); compiled a list of children to receive New Year gifts and distributed them (1704 gifts worth 1050 rubles were given out); organized entertaining and informative events for children. There were 77 children in city health camps; 79 children - in the suburban Children's Health Camp "Sosnovy Bor"; 7 children - in the suburban CHC "Salut"; 40 children - in additional commercial camps. In all camps, parents paid 50% of the cost of the vouchers, 50% was paid by the Institute. 108 children's vouchers were provided to the Institute's employees in the SPA and Resort Hotel "Dubna". In October 2024, a meeting of the joint Trade Union Committee with Head of the Medical Unit No.9 Irina Larionova was held. Based on the results of the meeting, in order to coordinate and improve the efficiency of cooperation between JINR and the Medical Unit No.9, to promptly meet the issues arising from the applications of the Institute's employees to the Medical Unit, a working group of representatives of the Institute and the Medical Unit No.9 with the participation of the TUC Chairman was established by the order of JINR Director. The TUC committees of the subdivisions organized excursion tours: Smolensk - Vyazma, Torzhok, Kimry, Orenburg, Murmansk, Kaliningrad (2 visits), Minsk - Mir - Nesvizh, Kazan - Yoshkar-Ola. Visits to Moscow theaters, concert venues, exhibitions, the Kimry Drama Theater, trips to shopping and leisure centres in Moscow were organized. In 2024, the TUC's expenses on cultural activities amounted to 2,508,838 rubles. JINR Directorate presents sports facilities to the employees for 50% of the cost. JINR Directorate pays 25% of the costs of TUC members participating in health groups. 1200-1300 TUC members are regularly engaged in physical training and sports at the Institute's sports facilities. The TUC's expenditures on sports activities amounted to 2,938,100 rubles. The TUCs of the Institute's subdivisions analyzed the implementation of the Collective Agreement, made proposals for its amendment and additions, participated in Director's meetings, in the meetings of other collegial bodies of subdivisions' work management, analyzed the state of working conditions and monitored the implementation of regulations on labor protection, provided material assistance to TUC members totaling 13,091,500 rubles, organized the work on allocation of vouchers to the SPA and Resort Hotel "Dubna" and schoolchildren camps, carried out cultural and sports work among employees, organized excursions, established sections and health groups. The TUC Chairman took part in the work of the STC of JINR, of the city tripartite committee on regulation of social and labor relations, is a member of the Central Committee of the Russian Trade Union of Workers of Atomic Energy and Industry.
